🔍 Key Notes on LDD of RE Projects in Vietnam – Part 6.1: Licenses and Permits

In renewable energy (RE) projects in Vietnam, agreements with EVN (Vietnam Electricity) are typically categorized under Licenses and Permits. While many reviewers consider these standard agreements, they require meticulous attention as they significantly impact project operations. Due to the complexity, I am splitting this topic into two posts (6.1 & 6.2).

Key aspects to review in this part:

1️⃣ Power Purchase Agreement (PPA) & Related EVN Agreements

PPA and relevant agreements with EVN such as Grid Connection Agreement, Metering Agreement, and SCADA Agreement, Relay Agreement define the rights and obligations of EVN and the developer, payment suspension cases, dispute resolution mechanisms, and project responsibilities.

Some projects connect to EVN’s infrastructure but must transition to independent facilities within a set deadline—a crucial detail to verify to know the impact to project's operarion

2️⃣ Firefighting Documents

Ensure the project has all three mandatory approvals: (i) Firefighting design appraisal certificate; (ii) Firefighting acceptance document; (iii) Firefighting examination minutes

3️⃣ Height Approval

We should note to cover all the relevant components of the projects (e.g., transmission lines?)

4️⃣ Right-of-Way Approval

Critical review to ensure the compliance and avoiding future risks with the changes in the planning of the area where the projects is located.
